When I went to originally uninstall I found that there were 2 versions of sims 4 on my laptop, one from EA and one from Steam so I uninstalled the EA one however its still showing as installed on both EA and Steam.

yup! turns out the folder isn't really necessary. to open the sims with all your dlc just go offline and click on the sims 4 icon on your desktop, once you load up your save file you can go back online. if you can't use your dlc for whatever reason, check your dlc updater (the cmd window) and see if it tells you if you need to install it again. 1.
